House Lok-ri is governed by the decisions of the Council, and the words of the High Lord Vorgen Lok-ri. These missives are recorded here for the benefit of the House, its Banner Guilds, its Allies, and its Enemies. The phrase "This I Decree" denotes those words spoken by the High Lord himself, while the phrase "This We Decree" denotes those words declared by the Council in session.
As Time passes, all things change. And while House Lok-ri has, in the past, enslaved Mankind for their benefit and ours, all things change. No longer shall House Lok-ri take human slaves by fiat. We shall only take as slaves those conquered in battle and deemed worthy, of any race. All things change.
While the goals and the ideals of the Crimson Empire seem to coincide with the goals and ideals of House Lok-ri, and while the parallels between the two organizations would - at a glance - not conflict, I see now that the Crimson Empire misrepresents itself. The Crimson Empire cries "Peace, peace!" and desperately hopes that someone will stand in front of it to provide War, for War is what it indeed seeks.
So as the Thaelostor of House Lok-ri, I hereby set down that House Lok-ri cannot and will not cooperate with the Crimson Empire now or in the future. House Lok-ri will also not bow to the demands of the Crimson Empire now or in the future, and will oppose the Crimson Empire whenever and wherever House Lok-ri deems necessary to protect its own interests.

The time has come for those who see the righteousness in the Reclamation of our Birthright to stand forth and declare themselves. The Sundering has given birth to Chaos, the magnitude of which has not been witnessed since the War of the Scourge, and many have acted poorly in its wake. Many have taken up arms against us, others have stood idly by and witnessed these injustices committed. Some have simply been broken, given over to the despair of a Cause thought lost.
